There's no official changelog, but an unofficial one is maintained here. No, but Liero 1.36 (on which WebLiero is based, except for netplay) is.

If you have a Bluetooth keyboard or gamepad though you may be able to control the game as well. You can spectate games on mobile though, but not much else. While the website will load and the game will run just fine on mobile browsers, WebLiero requires a proper keyboard to be controlled. That is not to say that WebLiero will never have mouse aim, but it's a complex issue. In addition, the developer of WebLiero has said that there may be technical reasons why adding mouse aim may not be as simple as it seems. Incorporating mouse aim would also drastically change the the metagame, giving an unfair advantage to mouse-aiming players, while many in the Liero community prefer to keep the classic keyboard aim controls.
The original MS-DOS Liero had keyboard aim controls and WebLiero tries to mimic the original Liero as much as possible. WebLiero is based on the original MS-DOS Liero, and thus is only compatible with content for that game.
